No - due to licencing (and public image) difficulties, he has been left out of the game.

Fun Fact - During Tyson's rape trials in the 80's, Nintendo made a fast-dash move to remove Tyson from the NES original. Thus we got "Punch-Out!! Featuring Mr. Dream".
